FM Grounds Maintenance Tender Checklist
A grounds maintenance tender is only as strong as the specification behind it — this checklist helps facilities teams brief, evaluate and award on a like-for-like basis.

Build the specification before you go to market
The specification is the foundation of a sound tender, so write it before issuing anything. It should set out every task, the frequency of each across the seasons, and the measurable standard expected — grass height ranges, edge definition, weed thresholds and clearance times. Bids built on a tight specification can be compared; bids built on a vague one cannot.
Just as importantly, state what is excluded. Most post-award disputes trace back to work one party assumed was in scope and the other priced out, so make exclusions as explicit as inclusions before a single contractor sees the document.

Define standards and the evidence of them
A tender that lists activities without standards leaves you with no way to hold the winning contractor to account. Define the measurable bar for each task and say where presentation matters most — customer-facing frontages, communal areas, primary entrances — and set the standard higher there explicitly rather than leaving it to interpretation.
Pair the standards with the reporting you require: dated visit records, photographs where useful, and a format your own stakeholders or auditors can accept. For an FM team answering to a client or landlord, the reporting is part of the deliverable, not an afterthought.

Set the evaluation criteria up front
Decide how you will score bids before you receive them, and publish the criteria in the tender so contractors respond to what you actually value. Test mobilisation, resourcing and continuity
A bid is only as good as the contractor’s ability to deliver it from day one. Ask how they will mobilise the contract, the labour and equipment assigned, and how they cover absence, peak growing-season demand and reactive instructions without dropping scheduled visits.
For multi-site portfolios, probe how consistency is held across locations and who your single point of contact is. The aim is to surface, before award, whether the contractor can actually resource the schedule you have specified rather than discovering it in month two.

Confirm compliance, insurance and contract terms
Before award, confirm the contractor holds adequate public and employer’s liability insurance and a recognised safety accreditation, and ask for evidence rather than assertion. Check that method statements and risk assessments are realistic for the sites in question, particularly where there is public or pedestrian access.

Frequently asked questions
What is the biggest mistake FM teams make in a grounds tender?+
Going to market with a vague specification. If the scope, frequencies and standards are loosely worded, each contractor interprets and prices them differently, and you end up comparing numbers that do not describe the same work. A tight specification is what makes bids comparable and gives you a defensible award.
How should we weight price against quality in the evaluation?+
That depends on the estate, but grounds maintenance is rarely won on price alone. A common split weights quality — method, resourcing, standards and reporting — at least as heavily as price, because the cheapest bid that cannot resource the schedule costs more in re-visits and complaints. Set and publish the weighting before bids come in.
Should winter gritting be in the same tender?+
It can be, and there is value in a single contractor across grounds and winter cover, but winter works should be priced and evaluated as a separate line with its own trigger, areas and response time.
